    MS Keyboard Layout Creator can not assign those keys, but only characters and dead keys. AFAIK kbdedit.com will allow you to create such a custom Windows keyboard layout _with_ arrow keys. I currently use Autohotkey for that. You can... Source: almost 4 years ago

    If you're on Windows, do have a look at TouchCursor and / or SpaceFN. They basically allow you to use the spacebar for anything you're doing with AltGr - so much more efficient. Source: over 3 years ago
