Regarding your request for 1, have you looked into Immich [1]? If that's too much, I may recommend bewCloud [2] (I've created it almost 3 years ago, still going well), though it's really just serving the files, so search would have to match the file name. The answer for the primary library turned out to be Immich, a self-hosted Google Photos alternative, running on a Synology NAS.
