When I first moved to basic hosting with ServerUnion I was floored by the quick way they responded in online chats and how easy they made it to resolve issues. Specially their support, as they have very good staff with good technical knowledge. A few months ago, I got some technical issues with my WordPress website, so iI had to contact ServerUnion Support staff for the help and within few hours of opening a support ticket, my problem was solved.
The dedicated server is very stable. I have never experienced downtime with ServerUnion dedicated hosting. The support is extremely helpful! Features I like about them are: the support options: Live Chat, Phone Calls, Knowledge Base & E-mails; they use high-end premium quality servers (99.9% uptime guaranteed). For me, the extra bit of cash is well paid in the astounding support. I would highly recommend this decent web host for you, guys.

Self hosted Gitlab instance is an option. The only cost is hosting (personally I am using hetzner.com CPX31 instance, 16โฌ for 160GB a month but you can add 1TB volume for 45โฌ a month if you need more space). Just keep in mind that Gitlab needs about 8GB RAM to work correctly (it crashes on 2 and is only kinda stable on 4). You can also use an older computer or a NAS if you prefer to go that route.
