Self hosted Gitlab instance is an option. The only cost is hosting (personally I am using hetzner.com CPX31 instance, 16โฌ for 160GB a month but you can add 1TB volume for 45โฌ a month if you need more space). Just keep in mind that Gitlab needs about 8GB RAM to work correctly (it crashes on 2 and is only kinda stable on 4). You can also use an older computer or a NAS if you prefer to go that route. I'd recommend against using a web host for dedi and vps, because that's not what they specialize in. One of the best providers in my opinion are Hetzner, they provide very cheap VPS if you are okay with the short DC list. Otherwise, I'd recommend Vultr or Linode. Source: about 4 years ago
Would recommend hetzner.com and installing cPanel from cpanel.net, but if you can't be bothered to do that, Krystal offers has VPS bundled with cPanel (i'd recommend this config: 2 cores, 3gb ram, 25gb ssd, almalinux 8, cPanel admin cloud (not sure if they install for you)). I've moved some of my servers from Linode to Hetzner, and I'm very happy so far. Similar UX. Cheaper and better performing VPS servers.
Second reassessment: when it's good, it's good; however, their support has been a bit aggressive twice. Someone had filed a DMCA complaint (more or less baseless), then Hetzner sent an email notice that the whole VPS will be disconnected unless I reply with a clarification within 24h. They sent that notice on a Friday night! Again - they requested a reply within 24h. I could have easily missed their email. That might have been a disaster. When I asked them about a clarification - I did not receive a human answer. They simply closed the ticket. i.e. I was very disappointed by Hetzner.
