If you want to post a log, you'll have to generate one first (go to settings > logging and set both logging verbosities to 0-debug and 'log to file' to ON, then do whatever you need to do to create the offending behavior; that should make the log. No, it's taking a screenshot of the browser's content, then adding padding to the surrounding image, and letting you pick a colour for it. Screenshot Software like Cleanshot X and Xnapper have this feature built in, either as a default or as a customisable setting.They're basically making it unnecessary to use a third-party screenshot tool to achieve the same effect.
