Haskell.org now has a big purple Get Started button that takes you to a nice short guide (haskell.org/get-started) that quickly provides all the basic info to get going with Haskell. I just jumped into the wiki "Write Yourself a Scheme in 48 hours" which looks pretty good. (although some of the text explanation is hard to understand without context).. I used cabal to set up the starter project. Sublime editor seems to work OK and I just use the git Bash shell on windows to compile the program directly on the command line. Funny that this pops up now, yesterday I was looking into using rss2email [1] and migrate all my RSS reading workflow inside mutt. Ultimately I decided against it because I like being able to use a web-app based reader (Tiny Tiny RSS [2]) both on my work computer and my phone for RSS. I self-host Tiny Tiny RSS (https://tt-rss.org/). I think it will do everything you want (and more). The web UI is fine, and the Android app is great. It's actively developed, has been around for over a decade (I have been using it since Google Reader shut down) and has been super stable.
