If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. Have you tried cointracker.io or koinly.io? I don't know if they support Gemini. Crypto exchanges are weird with tax forms, doesn't make sense to me either but I think most of them only provide 1099misc. I'm probably not going to file anything crypto related with the IRS until crypto is actually regulated and exchanges create proper documentation. Source: over 3 years ago
