Sounds like you have formatted it aswell. You'll need to recover your files to another drive and reinstall Windows. Personally I've always used GetDataBack but there other options out there. Source: about 3 years ago
Was the file on your desktop, or the shortcut? In any case, OP, I have never had much luck with Recuva. Both EaseUS Data Recovery and GetDataBack have had much higher rates of recovery for me.
