Couldn't you just add the adults as testers to the Google Play app, avoiding oversight? The problem with breaking off from Google Play is you lose the ability to send push notifications. It depends on what subset of Notion you use. Nothing (including Notion) is perfect for me. I'd like to build my own eventually, but I'm currently using Obsidian which doesn't hit your "works in the browser" requirement. I can also recommend Trilium Notes [1], which I have been happily using for years. It's currently in "maintenance mode", which I personally see as a feature (no risk of bloatware).
