I'm not sure if your 4.5yo is old enough to try Scratch[1] but nothing is too young these days. My elder got into Scratch around that time. My four year old was kicked out of his preschool class, and the school recommended I set him up with applied behavioral analysis. It might be easiest to use something like api2pdf.com to convert the HTML to PDF using a simple REST API call instead of trying to wrangle wkhtmltopdf or headless chrome inside serverless functions on Netlify or Google Cloud. That can often be a real hassle. Source: about 4 years ago
