I've seen some few super neurotic folks that download non-merged* sets and pick them apart, but most people just d/l the full set and a program like clrmamepro to trim the bulk of the roms off, since it changes so often that it's not worth cherry-picking them by hand. If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
