  I am not making music yet, but if I were, I would be looking into ProjectSAM (free orchestra) and Bespoke Synth (free modular DAW). Also, I found Bosca Ceoil to be good for retro video game music as the files it creates are small and work well with source control. Source: over 3 years ago

The sound of the bar going up and down is just a long humming sound that I loop and change the pitch of based on how full the bar is.
