It's because they can't read. I did this recently, but you can download CE from https://cheatengine.org, turn on airplane mode, and install it if you're that worried about the greyware. Those additional offers won't show up as it needs to connect to the internet to retrieve those offers I believe. Source: about 3 years ago
If you are on PC, you could use something like Cheat Engine to speed up the timer by increasing the game speed. Another thing you could do (if not on PC) is do missions quickly and wait at where story cutscenes trigger while you do something else potentially. Source: about 3 years ago
