I purchased a U.S. Number from Twilio and send SMS through their platform. I tested it by sending an SMS from there to a number in Germany, Great Britain, and Ukraine (via https://anonymsms.com/). All SMS were delivered successfully. They are just more expensive on my side than sending from a U.S. Number to another U.S. number. Source: about 3 years ago
