I asked twitter and the personal ADP account reached out for someone to directly contact me via email. She had an adp.com and linked info on LinkedIn, etc. The number on the letter was a 1-800 with sadly no live person to ever speak to which made me go through them on twitter. If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
