I'd go with number 2 unless you want to buy everyone a hardware token (option number 3). There are open source solutions (I've used https://2fas.com/ ) and very common solutions (Google Authenticator). Then I figured out that there are tools for that like oncrawl , botify , etc. That makes it much easier! But after I've tried jetoctopus it completely changed my approach to on-page optimization, technical SEO in general, and Log file analysis in particular.
