Not sure about a read only slack channel and if it's even possible. At ClearFeed we allow automatic and manual ticketing. Automatic ticketing means a ticket is raised automatically when a message is sent. Other ways are via emoji or using message shortcuts on slack. Source: about 3 years ago

There is a way you could use a few tools (eg. nextup.ai / clearfeed.ai, etc.), to auto-create a ticket for every request from employees on a slack channel. You could further opt-in to route replies from ticketing system to the slack thread, and let your support team work from the support software, while your employees get replies from slack.
