The dock is per-process because there are options to quit the program on the menu. I suppose they could switch it to close window and change to quit on the last window, but Mac users are very used to the way it is. There should be an icon there even with no windows. Rectangle user for years, great app. Today I got frustrated enough to find AltTab (https://alt-tab-macos.netlify.app/), huge improvement to my workflow already. Sometimes when cmd+tab'ing between apps it'll bring the selected window to the foreground, and sometimes it won't. If you're using a Mac, I really recommend alt-tab https://alt-tab-macos.netlify.app/. I love cmd+tab on a mac to switch between applications, but I was missing a feature to switch between windows of the same application. On mac, we have many options respectively for these two steps. For the first one, you can use Alt-Tab, or you may use another one written by me called Oliver (It still has some bugs, but I like it). The main difference is that Oliver can choose multiple windows a time, which is to some extent similar to your description, while Alt-Tab can do only one but goes much faster and natively.
