If you're using a Mac, I really recommend alt-tab https://alt-tab-macos.netlify.app/. I love cmd+tab on a mac to switch between applications, but I was missing a feature to switch between windows of the same application. On mac, we have many options respectively for these two steps. For the first one, you can use Alt-Tab, or you may use another one written by me called Oliver (It still has some bugs, but I like it). The main difference is that Oliver can choose multiple windows a time, which is to some extent similar to your description, while Alt-Tab can do only one but goes much faster and natively.
