How do you build something like this and how long would it take? I have experience with HTML, CSS, and JS. Should I learn a particular JS framework? Or would I be able to achieve this with Figma and Webflow? Would appreciate some links to useful resources as well.

    Figma is a design/prototyping tool. So probably yes, but it's not directly resolving your end result. Webflow is SaaS, specifically a visual builder for websites. The two are not really comparable in which to choose. A better comparison would be Figma or XD. And for Webflow, something like Pinegrow, or CofeeCup's Responsive Site Designer. Would be better comparisons.

    Without inspecting the elements, experience suggests, using SVGs and some type of animation library like GSAP or Framer Motion. Technically the animations could be achieved using CSS Keyframes, but that would be much more involved and would require a good amount of experience working with Keyframes.
