Why there are two different Forms sites ?

These are two different places, the latest features are only deployed on the forms.office.com site (like forms templates or pdf/word import). English is not my native language so I thought that when this feature would be deployed (and it is) https://www.microsoft.com/en-ww/microsoft-365/roadmap?filters=&searchterms=88946 the Forms icon on the office.com portal would redirect to forms.office.com , but this is obviously not the case.
