Use the Windows Assessment Console and run a "Boot performance (Full Boot) job to measure boot/shutdown times. The tool will automatically try to identify things that could be causing delays. note: this will reboot your PC about 6 times and probably take a long time depending on how fast your PC reboots.

Autoruns

Keep startup items to a minimum. You can tackle most of that through task manager but autoruns will give you greater control. Instead of having everything start up all at once, I use startup delayer which lets you delay the start of certain programs which will make booting feel smoother and won't be as slow.
