I don't like idea of using SVG for this. It bring potential issues with performance if there are too many of the elements on the page (or if device is too old). Give a try to canvas and js libraries like http://fabricjs.com to organise interaction with canvas. Check demos http://fabricjs.com/many-objects to check how interaction os done and how it performs.
