For windows OS, yes you can through using the windows SDK api calls to access all attributes of window. Using C#, you will need to understand DllImport and possibly (because I haven't looked at the raw API in a very long time) marshalling. Source: over 3 years ago
"Easiest way would be to use the "gflags" tool from Microsoft which you can get through Windows SDK installer by selecting "Debugging tools for windows" in it. Alternatively, since I know that it might be a bit of a hassle to download and install a bunch of stuff just for that, I've uploaded just the executables to google drive (hopefully I didn't forget any dependencies). We just deploy the MSI with a merged transform file. You can apply the MST with Orca. Its included in the Windows-SDK under MSI Tools. After installation, it can be found under: C:\Program Files (x86)\Orca. Source: over 4 years ago
