If you can't get a consistent schedule going, there's a lovely website called whenisgood.net that I often use for organizing games (though my schedules are more fixed, so I usually just have to do it once at the start of a game). You can set all of the timeslots that you are available to DM (it defaults to almost 3 weeks, but you could go longer), send everybody the link that gives them the ability to select when...
