I’ve got a same sort of setup - difference is I have 2 Plex servers, one on the seedbox and one on a local Windows PC. Have you thought about mounting the seedbox locally? I use SSHFS and WinFSP which the seedbox I use supports - another route I took was using FreeFileSync which is an easy to use program that does all sorts of syncs. Source: over 1 year ago

You could look for a VPS/cloud app hosting platform, which would allow you to install PMS on their servers that run 24/7. Whatbox is an example that I remember hearing about, though I am in no way endorsing it since I've never used a cloud provider for Plex. Maybe take a look at Whatbox. Servers in Singapore, 2 or 3TB plan is more or less in your budget range, supports Emby and xTeVe (couchpotato and sickchill as well). Not sure how it would handle 4-5 users streaming, probably fine. Plex/Jellyin traffic is not counted towards upload traffic quota. Not sure about Emby though. Also, no qbit support as far as I can see but you said you are not tied to it so Deluge may... Source: almost 3 years ago

Most seedboxes have very good bandwidth. I have 2Gbps at home and 10Gbps in my datacenter and I rarely drop below 2Gbps at home and 5Gbps to Whatbox. Source: about 3 years ago
