I like Toshl https://toshl.com. It does what you request - allows budgeting & automatically pulls transactions from multiple banks, although you need a monthly subscription for connection to banks. In principle a mobile app, but allows you to download data in excel. Source: over 2 years ago

The current one I'm using now is Toshl, it's cloud based, have mobile application on both Apple and Android. And can link to the bank. The only downside is that you cant manage more than one project at once unless you make two different accounts. Source: about 3 years ago
