You're seeing art generated by a GAN (General Adversarial Network), a form of neural network. I went for a little digging, and according to thisxdoesnotexist.com, this specific website is made by someone named Michael Friesen. But I haven't been able to find anything on Michael himself. http://www.michaelfriesen.com/ doesn't seem to work. So I couldn't find anything regarding copyright - but since it is computer...
