  Unfortunately, if you install a GUI, you will have to pipe it through a webserver. Something like guacamole. For a headless and people not well versed in command line, swizzin is normally the go to. You install Debian, then access the command line, and then run the swizzin script to set it up.   There is currently a Hetzner auction dedi with 4x16TB drives for €70. AFAIK, Hetzner would be the cheapest storage option, so even though it's not 70TB, at that price point you're pretty much stuck.   There are lots of scripts that will install the software for you automatically. Swizzin is pretty popular, and I use it when I need something spun up quickly. Just create an LXC with debian or ubuntu and swizzin will do the rest. Source: over 3 years ago

  No, direct stream just means an entirely un-transcoded stream.. Depending on where you live, sometimes you can find closer or just more regional hosting options for something like a VPS where, so long as you're not using public trackers you can generally run a seedbox with something like swizzin.ltd and then playback 4K with no hassle, that is, compared to your seedbox being on the other side of the planet.   If u are new and need the gui, ubuntu desktop may not be the way to go. Reason for that is, even though it is amazing, its not purpose-built for what u are trying to do. If u wanted to stick with it, u could use Swizzin which is a way better way to do the *Arr suite through the GUI.   I run my Plex server using the Hotio Docker Container / nginx (as shipped by Debian 11) on the metal. Feeder is running Swizzin with some mods (arrs are using postgresql, have been tuned: servers sourced from WalkerServers / HostingBy.Design.
