GriefPrevention is definitely one of the most popular claiming plugins. It has 8000 servers using it as I type this. I do want to say that it seems like the plugin relies off dev builds, hence why the link I provided isn't a spigotmc.org one. Bukkit was and is the server-side-only modding API, allowing plugins to interact with the server and chamge the game (short of adding blocks, custom mobs, etc. I'll leave Forge/Fabric for another time). Hey guys! So the server I work with just got a player recommending a plugin to us (nothing unusual) but we noticed that the link was spigotmc.io, (DO NOT CLICK! I don't know what kind of trackers they have!) and not spigotmc.org, after taking the precautions (vpns, downloading in a virtual box, etc) I have found that not only is the link fake, but the plugin they provided was a leaked, and infected version of... You can use Paper or purpur (purpur is paper with some more options and some stuff like players can use mob abilities) ) You then can look up plugins from sites like spigot and just add them to your "plugins" folder located in the directory of your server. Source: over 4 years ago

Currently not possible. Generally the /pl cmd will provide a list of plugins that the server is using, and downloading it directly from the server requires FTP access. But if u have access to the /pl cmd, and it returns a list of all of the plugins, you can quickly google them (most will be on https://spigotmc.org) and download it from spigot's website.
