    As far as I am aware, there are no good working PS3 emulators for Android in general at this current time. That being said, there ARE PS3 emulators on PC (RPCS3 being the biggest I believe), and you can use game streaming like Moonlight for NVidia video cards, or if you want to add the emulator to your Steam games list, you can use the Steam Link streamer.
