I was about to use capstoneresume, however I signed up for https://rezi.ai, and it's actually been pretty nice. Just post in the job description of what you're shooting for, and the AI helps build the rest. And given the number of resumes and things it's seen, I'm sure filling federal content shouldn't be too much of an issue (I'm in the public sector as well, albeit not federal).
