Https://portingkit.com is free and can run steam. It’s worth a try. I successfully ran an old games Battlefield 2 through that on my M1. Performance was not great though. Personally I use parallels with windows 10 to run all my old steam games including portal 2. Not tried team fortress 2. Well, wait a little bit and you will probably get them added to Porting Kit. I have the original disc versions of all those games and I think I had most of them working in Wine before Big Sur broke it. I had Bridge Commander, Away Team, Armada, and SFC3 all working as custom ports in Porting Kit under Big Sur, so I assume there should be "official" ports of them soon. Source: over 2 years ago
Steam runs in Rosetta 2, and will appear to your Mac like a native application. You'll need to check each of your games to see if it is compatible with macOS. If it isn't, there are other options available to you that may let you play them including Crossover, Porting Kit, Parallels with Windows 11 ARM, and GeForce Now.
