Use the free photopea.com. Close the top blue banner, if there is one, by clicking the X. Then load your photo and use the Color Replacement brush from the left tool bar to paint over the area with the new color. I'm trying to recover my photoshop file because I accidentally deleted my one drive. I managed to recover the file using a third-part software, but I cannot open it.
