    I think it's phishing - I IP traced the address to France (92.123.238.33) - totally different IP address than PenFed.org. I think one of the characters is probably a unicode character that looks like one of the letters in penfed.org but actually redirects to another website that puts the actual website in a frame and harvests your username and password if you log in.
