OnDevicePDF is a free suite of 25+ PDF tools (merge, split, compress, convert, OCR, sign, redact, protect) that runs in the browser. 22 of its 23 tools process files entirely on-device — nothing is uploaded, no account is needed, and there are no watermarks or daily limits. The one exception (a few advanced PDF Editor operations) uses a temporary, auto-deleted backend and is disclosed on a per-tool data-handling page. Works offline after first load (PWA); also available as a Chrome extension.
