I don't know about the acceptation criteria from Google. But if you click around and read the introduction (https://material.io/design/introduction) you can read that this is the design system created by Google. I guess it's indeed not that plain, but many designers in the field have known material design for years (and associate it with Google) as it was one of the earlier Design Systems.
