The key is to send a custom message that makes them actually feel wanted instead of being spammed. If you do this you will get a pretty high booking rate. You can use matchmaker.fm, it's free for a certain amount of messages per month. You can also use /r/podcastguestexchange. Another message is old school email, look up aggregated lists of the shows in your niche, look up the show's website and find their contact information.
