Manyverse (manyver.se) *should* be the best solution here, but I have been having trouble with the bluetooth syncing between my test devices. My devices are on Android 11 and 8, so your experience may vary. If you can test it out, feel free. Otherwise, Briar seems a little the best usable choice at the moment. Source: about 3 years ago
