You have Tapas, Tappytoon, Pocket Comics, Manta, and Lhezin Comics. I believe Pocket Comics and Lezhin Comics also have manhua which are the Chinese comics as well as the manhwa. Source: over 2 years ago

If by manhwa you mean Korean webcomics, then there are a few manhwas on webtoon app, but some other popular apps which have more manhwa than western comics are Tapas, Tappytoon, and Manta. Source: over 2 years ago
