LumoTray is a 3 in 1 Windows app that sits in your tray area and allows you to create a custom menu, configure your desktop backgrounds or select from several fullscreen screensaver modes.
The custom menu feature allows you to easily create a personalized menu where you can keep all your shortcuts organized. The menu supports unlimited shortcuts, unlimited folders and folder depth and supports shortcuts for all types of files so you may use it to run programs, open documents, execute scripts, etc.
The desktop wallpaper feature supports different background modes per monitor, some of which are not natively supported by Windows.

Dynamic wallpaper modes are: - Image slideshow (with customizable delay) - Bing image of the day (daily rotation) - NASA's Astronomy Picture of the Day (daily rotation)
The last main feature of the app are the fullscreen/screensaver modes, which allow you to place any of your monitors with a fullscreen feature that can be used for utility or as a screensaver.

Well, it's not for MacOS, but software to run animated wallpapers exist for Windows. One example is the very popular WallpaperEngine [0]. Another cool one (and open source) is Lively Wallpaper [1].
