The current Paint.NET is really good and obviously has much more features compared to since the version from 2009. But it's not FOSS which can be a deal breaker for some. If FOSS then Pinta [0] is the best option imo. I use Krita for drawing, I have an assets file for it, each frame is one image I put alphabetically in a folder and Krita uses tabs for each image so you can see comparisons easier and an animated gif maker puts it together where you can choose timings and stuff. Source: 10 months ago

As far as resources, not really. You'd need to do this in an image editor. Assuming you're not going to pay for photoshop, you can use photopea (with ads on the side) or the free and open source krita or gimp. All three can do the job. My personal opinion is to try photopea first, as there's nothing to install and it has the most tutorials. Since it's a webapp, there's an extension that lets you have photopea... Nice, great to hear that you're already on the way. The drawing program I use is Clip Studio Paint. It is now at $50, but I'd recommend getting it only when it's on sale (I got it for $30), so a good free alternative would be Krita, as I myself have made the jump from Krita to CSP.
