I think such a tool is fairly straightforward to develop with iperf 2 as the underlying src/sink. The man page has new features including start times & permit keys. Iperf 2 can help and has many new tests including one way delay, low duty cycle burst, tcp bouncback, etc. More on the man page. OWD does required clock sync. Source: over 3 years ago
