This can be done using EPNS. It aims to be the communication layer of Web 3. EPNS is currently developing a solution through which one can communicate securely between two crypto wallets. As a forward looking suggestion (besides giving a sensible grace period before the liquidation): The DAO might look at the Ethereum Push Notification Service to alert users. It would be an improvment (although mitigating just minor) but I love the project and would like to see some support from other DAOs to increase traction.
