I use Sketchpad, https://sketch.io/sketchpad/ , it isn't dedicated for flags but has some very useful tools for flag design, there are no pre-made patterns unless you count the clipart but you can port in .png's from google images. Again MS Paint was great for this, so I had to find an alternative. I tried lots of Mac apps, browser extensions and web apps but struggled to find anything suitable, user friendly, and free, which had similar features to MS Paint. Finally, I found it!
