  You can install Windows 3.1 in a DOS emulator (I favor DOSBox-X), and run the Interactive Tech Manual app in that. Peculiar thing, though: it will only work entirely right if you copy the CD's files to a folder, and mount that folder in DOSBox as a cdrom.   It's not necessary to learn C, C++, or assembly but, if you do want to, try hobby programming for MS-DOS (eg. Inside DOSBox or DOSBox-X) since it's simpler and will give you a niche where what you produce can still be a case of "best tool for the job". (eg. Open Watcom C/C++ for the compiler, using snippets of assembly for FFI calls to BIOS APIs, etc.). Source: about 3 years ago
