When vaccines first became available they were given to pretty much everybody, including tourists. I don't know the current situation, but you can try to make an appointment on doctolib.fr and see what happens. Be aware that even if you do get the booster your vaccine pass will not be activated until 7 days later, so for most tourists it is not very practical to get the booster after arrival in France. I used doctolib.fr to book a French telemedicine appt. I had the doctor add it into their system and generate a PDF and digital code (in France's national TousAntiCovid app). This is all new so you may not have a doctor that knows whats up -- the key is to tell the doctor to put 99 where the location code is, and select US. Knowing French is probably better for this btw. The first thing you should do is check doctolib.fr for a vaccination center near you -- they recently added an option to make a single appointment for the second dose.
