Even with the situation narrowing the scope of the problem it is fraught with troubles beyond just producing the datasets for training the dialogue AIs (similar to Google DialogFlow, MindMeld, etc). All that training makes localization nigh-impossible which is an immediate turn off to a major dev, no one is going to go ahead with a 100x increase in work per locale during localization.
