A true image cdn will optimize for size and quality and format and provide the best image for the requesting device. ImageEngine (https://imageengine.io/) and Cloudinary https://cloudinary.com/ are two examples. The true image cdns are not free or cheap and would only make sense for sites with thousands of images.
