I use WinMerge[1] a lot, and it's always impressed me how it immediately opens to a useable state. So it's absolutely still possible to write Windows software that can open instantly. My recommendation would be to learn using design systems and UI Kits that take care of it for you right away. My choice would be MDBootstrap React for Bootstrap, and Tailwind Elements for Tailwind. Source: about 3 years ago
