Despite what the page says, the file in question is actually a .img file, which won't be accepted by most programs out of the box. To convert it into a more usable .iso format, I would recommend using WinCDEmu for Windows, but other CD-related tools should be able to do the job as well. I downloaded Preinstalled ZIP folder (2.26GB) and used WinCDEmu (an open-source CD/DVD/BD emulator) to mount the file. This is because the games were originally released on CDs or DVDs. For example I can access eclipse.org in chrome without issue. I'm seeing my PA cert when I check it's trusted. However when I run the eclipse installer it fails which I suspect is because of the decryption. I'm seeing this log in the decryption log both before and after installing the IA cert and when both using the installer or browsing the site. Source: about 3 years ago
